We’ve covered WizMouse and KatMouse a few days ago, with the assistance of either one of them you can scroll the window under the mouse even if it’s not active. AlwaysMouseWheel is a substitute( alternative ) for WizMouse and KatMouse.
AlwaysMouseWheel is lightweight and portable and does not require installation, this makes it extremely handy. Once launched, it will reside in the system tray, then you can use the mouse wheel to scroll your webpages and documents without bringing them to the foreground. To scroll a window( for instance, Chrome, FireFox, Opera, Safari, Internet Explorer ), just move your mouse inside it, optionally, you can let AlwaysMouseWheel active and bring it to the foreground.
AlwaysMouseWheel works on most popular Windows OSes, including 32-bit and 64-bit ones.
